North Carolina officials are searching for a 17-year-old suspect named Jaylen Smith. He is accused of killing 18-year-old Devin Clark and 14-year-old Lyric Woods over the weekend.

The juvenile suspect shooting dead Woods and Clark earned two first-degree murder charges from the Orange County Sheriff’s Office, which was announced Tuesday.

According to Alicia Stamper, the sheriff’s office’s public information officer, the suspect was charged with two counts of first-degree murder. However, Stamper said that the act wasn’t random. She told Fox Digital: “Although this clearly speaks for itself, it was not a random act.”

Sheriff Blackwood mentioned the suspect in a statement to Fox News Digital on Tuesday. The sheriff’s office said the suspect was not in custody as of Wednesday afternoon.

Blackwood said that the case had involved hard work from investigators in addition to assistance from personnel from other law enforcement agencies. Consequently, a suspect was identified and law enforcement officers would assist each other in apprehending the suspect and presenting him in court.

North Carolina’s “raise the age” law states that teens between the ages of 16 and 17 are considered juvenile offenders. This means that anyone younger than 16 or older than 17 who are suspected of committing a crime are not immediately charged as an adult. The offender would first appear in juvenile court, which is stated by the Orange County District Attorney’s office.

The DA’s office says the suspect’s case will be transferred to an adult court after their first closed appearance in juvenile court. If this happens, they will press adult charges.
