In 2023, Vinod Thomas achieved another milestone in his illustrious career with the publication of his book, “Risk and Resilience in the Era of Climate Change,” released by Palgrave Macmillan. This publication extends his extensive research and contributions to the field.

One of Vinod’s significant accomplishments includes launching a pioneering program at the Lee Kuan Yew School of Public Policy, part of the National University of Singapore (NUS). The Risk and Resilience program, which he initiated, has quickly reached full capacity, making a substantial impact on NUS students and Singaporean professionals. Recognizing the profound influence of his teaching on the School’s sustainability direction, Vinod received the NUS Teaching Excellence award in 2022.

Vinod’s professional journey features a crucial role as the Director-General Evaluation of the Independent Evaluation Department at the Asian Development Bank (ADB). In this capacity, he reported directly to ADB’s Board of Directors through the Development Effectiveness Committee. His work focused on assessing ADB’s development effectiveness and offering invaluable lessons to guide the bank’s actions. Notably, his efforts played a pivotal role in integrating green growth into ADB’s strategy.

As Director-General Evaluation, Independent Evaluation Group (IEG), and Senior Vice President at the World Bank Group, Vinod spearheaded a transformative agenda. His emphasis on accountability and knowledge in independent evaluation has influenced sector and corporate policies. Under his leadership, the World Bank’s three separate evaluation units, IFC, and MIGA were unified into one entity, IEG.

In 2009, Vinod chaired the Evaluation Cooperation Group of the multilateral development banks, showcasing his influence in the global evaluation landscape. His tenure at IEG oversaw influential evaluations on various topics, including trade, natural disasters, gender, development, primary education, environment, climate change, and Africa’s agriculture.

Vinod Thomas has not only led a renewal at IEG but has also championed innovative evaluations, collaborative efforts across the World Bank Group, and strengthened external partnerships, outreach, and dissemination.
